Many communities around the world have been passing legislation in an apparent effort to protect animals from abuse; however, an overwhelming number of those legislative actions go far beyond preventing abuse. Increasingly, restrictions and requirements are infringing on the rights of people who wish to own and/or breed animals. Communities in the;U.S. have established Breed Specific Legislation (BSL);, mandatory spay/neuter laws, and expensive permit requirements for breeders. In some locations, complaints by one person against another person's dog can result in fines, seizure of animals, and legal fees without due process of law. This alarming trend in the U.S. and in other countries is mainly perpetuated by extreme animal rights activists such as PETA. PETA openly advocates the elimination of animal ownership.
